UNWTO Makes History with Opening of First Regional Office in the Middle East

Riyadh, Saudi Arabia, May 27, 2021 / TRAVELINDEX / The World Tourism Organization (UNWTO) has opened its first Regional Office for the Middle East, bringing the United Nations specialized agency closer to its Members and advancing on its commitment to guiding the development of tourism in every global region.

At a ceremony in Riyadh, Saudi Arabia, UNWTO Secretary-General Zurab Pololikashvili was joined by Her Royal Highness Princess Haifa Al-Saud, Deputy Minister of Tourism for Strategy and Investment, and the Kingdom’s Minister for Tourism, His Excellency Ahmed Al Khateeb to officially open the office. They were also joined by Tourism Ministers from across both Middle East and from every other global region, as well as by leaders from the private sector.

A hub for growth and symbol of hope

The first UNWTO Regional Office will be a centre of conversation, debate and decision-making and bring hope to many people across the region allowing them to enjoy the social and economic benefits only tourism can deliver

The new office will serve as a hub for UNWTO to coordinate policy and initiatives across its 13 Member States in the region. This includes a number of tourism projects and products, among them the new “Best Tourism Villages by UNWTO”, launched on the occasion of the opening of the Regional Office. Alongside this, Riyadh will also be home to an expanded UNWTO International Tourism Academy, providing opportunities for people of all backgrounds from across the region, including women and youth.

UNWTO Secretary-General Zurab Pololikashvili said: “The first UNWTO Regional Office will be a centre of conversation, debate and decision-making and bring hope to many people across the region allowing them to enjoy the social and economic benefits only tourism can deliver. Work on the office began after the start of the pandemic, proof of our determination and the strong support of the Kingdom of Saudi Arabia.”

United Nations Secretary-General António Guterres congratulated UNWTO on the occasion, saying “I believe that this Office will help the Middle East region recover its tourism sector as well as support the growth of rural tourism development worldwide.”

His Excellency Ahmed Al Khateeb, Saudi Minister for Tourism, added: “We are thrilled to host the new Regional Office in Saudi Arabia. This demonstrates our commitment to working with our partners at the UNWTO to develop a strong industry based on the principles of sustainability and opportunities for all, across the region and globally.”

UNWTO also contributed expert insights to the Tourism Recovery Summit, organized by the Saudi Ministry of Tourism and held against the backdrop of the Regional Office opening.

Geneva, Switzerland, May 27, 2021 / TRAVELINDEX / The International Air Transport Association (IATA) and Tourism Economics released a long-term view for post-COVID-19 passenger demand recovery which demonstrates that people remain eager to travel in the short and long-term. To ensure that aviation can sustainably deliver its social and economic benefits as it meets this long-term demand, it is critical that governments step-up their support for more efficient operations and foster an effective energy transition.

Forecast highlights include 

  • In 2021 global passenger numbers are expected to recover to 52% of pre-COVID-19 levels (2019).
  • In 2022 global passenger numbers are expected to recover to 88% of pre-COVID-19 levels.
  • In 2023 global passenger numbers are expected to surpass pre-COVID-19 levels (105%).
  • By 2030 global passenger numbers are expected to have grown to 5.6 billion. That would be 7% below the pre-COVID-19 forecast and an estimated loss of 2-3 years of growth due to COVID-19.
  • Beyond 2030 air travel is expected to slow, due to weaker demographics and a baseline assumption of limited market liberalisation, giving average annual growth between 2019 and 2039 of 3.2%. IATA’s pre-COVID-19 growth forecast for this period was 3.8%.

The recovery in passenger numbers is slightly stronger than the recovery in demand measured in revenue passenger kilometres (RPKs), which is expected to grow by an annual average of 3% between 2019 and 2039. This is owing to the expected strength of domestic markets like China with large passenger numbers and shorter distances.

“I am always optimistic about aviation. We are in the deepest and gravest crisis in our history. But the rapidly growing vaccinated population and advancements in testing will return the freedom to fly in the months ahead. And when that happens, people are going to want to travel. The immediate challenge is to reopen borders, eliminate quarantine measures and digitally manage vaccination/testing certificates. At the same time, we must assure the world that aviation’s long-term growth prospects are supported with an unwavering commitment to sustainability. Both challenges require governments and industry to work in partnership. Aviation is ready. But I don’t see governments moving fast enough,” said Willie Walsh, IATA’s Director General.

Short Term: Restart

The damage of the COVID-19 crisis will be felt for years to come, but all indications are that people have retained their need and desire to travel:

  • Any possibility for borders to re-open is met with an instant surge in bookings. The most recent example is the 100-percentage point spike in bookings from the UK to Portugal when the UK’s “Green List” was announced in early May.
  • The economy is strong and can fuel growth in travel. February 2021 industrial production levels stood at 2% above February 2019 levels.
  • Consumers have accumulated savings in the lockdowns, in some cases exceeding 10% of GDP.
  • Vaccination rates in developed countries (with the notable exception of Japan) should exceed 50% of the population by the third quarter of 2021.

“This should be a clarion call to governments to get ready. The travel and tourism sector is a major contributor to GDP. People’s livelihoods are at stake. To avoid greater long-term economic and social damage, restart must not be delayed. Governments can facilitate a safe restart with policies that enable restriction-free travel for vaccinated people, and testing alternatives for those unable to be vaccinated. Governments must also be ready with processes to digitally manage the vaccine or test certificates—ensuring that a safe restart is also efficient,” said Walsh.

Sustainability

“Aviation will grow because people want and need to travel. But we must be able to fulfil that consumer demand sustainably. Those are the ground rules for any business. It is no secret that this is more challenging for aviation than sectors with broader energy alternatives. But with the support of governments we will get there through a combination of means,” said Walsh.

Aviation is committed to cutting its net carbon emissions to half of 2005 levels by 2050. It already has a good track record of decoupling emissions and demand growth per passenger journey in half since 1990 through efficiency gains, but governments need to step up as well.

In addition to efficiency and technology gains, CORSIA (the first global carbon offsetting scheme for an industrial sector) is stabilizing emissions from international flights at 2019 levels. A low-carbon energy transition for aviation has commenced with sustainable aviation fuels that are powering flight today, to be followed by electric and hydrogen powered aircraft. And there is much more that can be done with infrastructure—airports and air traffic management—to operate with maximum efficiency and minimum emissions.

“If we work in partnership with governments there is great potential in all these areas. But easy sustainability wins are being left on the table. In Europe, which has led on many sustainability initiatives, why are we still waiting for the Single European Sky? This could immediately reduce emissions by up to 10%. There is no excuse as the technology has been here for two decades or more. The partnership with governments on sustainability must exist in deeds as well as words,” said Walsh.

The new Memorandum of Understanding (MoU) builds on past cooperation between the UN specialized agency for tourism and Google. With destinations in some parts of the world looking to restart tourism, the new partnership will focus on harnessing the power of innovation, education, data and market intelligence to drive sustainable and inclusive recovery.

Notably, the two organizations will host trainings for Destination Management Organizations (DMOs), using a new Capacity Building Curriculum developed by Google. These sessions will empower destinations to switch to digital, with the training adapted to reflect their specific circumstances and the unique challenges every destination currently faces.

Scaling up collaboration…

The new Capacity Building Curriculum will also complement existing joint initiatives, and a data sharing agreement for Google’s Travel Insights to power a portion of the UNWTO’s tourism recovery tracker.

Alongside this, the Tourism Accelerator Program, designed by Google in partnership with UNWTO, will also be scaled up globally. A pilot program launched across EMEA (Europe, Middle East, Africa) in 2020 showed the value of working with policymakers to put digital at the heart of their tourism recovery plans and the benefits of upskilling DMOs so they can make effective use of data and market intelligence.

…and diversifying

The partnership will go beyond empowering destinations and businesses during the immediate recovery phase. Under the agreement, Google will provide ongoing support for a number of UNWTO’s leading initiatives, including Startup Competitions designed to promote and support innovation across the sector.

This event provided a space to recognize the importance of incorporating accessibility into the tourism practices in nature environments, share knowledge and experiences by UNWTO Affiliate Members and other tourism stakeholders, and provide recommendation on how to strengthen accessibility and create an accessible tourism for all.

At the event, the publication Accessibility and Inclusive Tourism Development – Compendium of Best Practices, available in the UNWTO E-Library, was launched and presented to the audience. This publication is the result of the work carried out in the last months by the Working Group on Accessible Tourism, coordinated by the Affiliate Members Department and chaired by the Spanish Network for Accessible Tourism (Red Estable).

We trust this publication will provide all relevant stakeholders with tools and resources to make their tourism destinations, facilities and services accessible for all

Its aim is to create an accessible pathway in nature, from which to descry a new approach for inclusive tourism development in natural areas, which is very much in line with the UNWTO priority to foster an Accessible Tourism for All and so contributing to achieve the UN Sustainable Development Goals. The compilation of best practices included in the publication and the final recommendations provides innovative, inclusive, and sustainable solutions that enable access to nature for all the people.

In the words of UNWTO Secretary General Zurab Pololikashvili: There is still a lot of work to be done, as we are still far from guaranteeing a universally accessible tourism sector. Madrid, Spain, May 24, 2021 / TRAVELINDEX / The global tourism sector has come together to show its unity and readiness to restart as soon as conditions allow. To celebrate the return of the FITUR International Tourism Fair, UNWTO united leaders from the public and private sectors to send out a strong message that tourism is ready to return. Secretary-General Zurab Pololikashvili welcomed distinguished guests to the Royal Theatre in Madrid, among them the newest UNWTO Ambassadors, including the manager of Atlético de Madrid football club Diego Simeone and model and entrepreneur, Valeria Mazza.

Reflecting unprecedented levels of political support for tourism, joining UNWTO at the evening event were Reyes Maroto, Minister of Industry, Trade and Tourism of Spain and the Mayor of Madrid, José Luis Martínez-Almeida. Furthermore, the sector’s ability to touch on almost every part of society was further reflected in the naming of UNWTO’s latest Ambassadors. Joining Mr Simeone and Ms Mazza in accepting the honor in Madrid were the latest UNWTO Special Ambassador for Gastronomy Tourism, chef Ramón Freixa Riera and business leaders Alejandro Bulgheroni and Frank Ranieri.

Secretary-General Pololikashvili said: “Now is the time for ambition and bold steps. The decision to host FITUR is the kind of boldness we need if we are to restart tourism and so kickstart wider recovery. And this show of unity is the kind of cooperation we need to restart tourism in a coordinated and responsible manner, for the benefit of many millions of people worldwide.”

At FITUR 2021, UNWTO has addressed some of the key challenges facing tourism while also advancing solutions for its safe, responsible and sustainable recovery. Following on from the final of the UNWTO SDGs Global Startup Competition, UNWTO is also advancing another of its priorities, the promotion of investments in African tourism, as well as strengthening partnerships with private sector actors.
